Scope and Contents
This collection consists of three ledger books which provide a record of all tests and inspections conducted by the Sealer of Weights and Measures in the Town of Southborough from 1908-1940 and 1950-1965.

Historical Note
The Sealer of Weights and Measures is a division of the Town Building and Zoning Department which ensures the integrity of marketplace purchases of goods and commodities. All commercially used measuring and weighing devices such as gasoline meters, scales, and scanners are tested annually and certified by the Sealer of Weights and Measures pursuant to state law.
A Sealer of Weights and Measures was chosen by the selectmen in the year 1769 and in 1770 “for the year ensuing and until another is chosen and sworn”. In 1775 the sealer was chosen at a town meeting. In 1778 and from 1781 to 1783 he was appointed by the selectmen and constables. While appointments to the office are not recorded in the years immediately thereafter, a sealer was chosen in 1786, 1788, 1790, and 1837. From 1843 to 1894 the office was probably filled annually, although in the years 1855-1859, 1863, 1886, 1888-1889 and 1892-1893 it is not mentioned. From 1895 to 1905 the sealer was elected by nomination, except in 1899 when the sealer was appointed by the selectmen. In 1906 the selectmen resumed the role of appointing a town sealer, and this practice remained until 2014, when the Massachusetts Division of Standards was contracted by the Town of Southborough to take over the duties of the office.

Acquisition Information
These records were donated to the Town's Historical Commission by Edgar A. Phaneuf Jr. in 1973 (See: 1973 Town Report, Page: 127). Mr. Phaneuf was born in Ware, Massachusetts on September 8th, 1935 and died in Framingham on December 27th, 2003. He was appointed Southborough’s Sealer of Weights and Measures on March 27th, 1973, and remained in that position until December 17th, 1999. Mr. Phaneuf also served as Town Building Commissioner for many years.
